Intent and operating capacity

Official records document a nuclear-policy announcement, a company appointment, and public IAEA addresses connecting nuclear energy, institutional capacity, and artificial intelligence.

An industrial programme becomes real only through legal authority, financing, engineering, regulation, construction, and operation. The evidence must distinguish each stage.

An official report dated 29 April 2026 said the announced plan had not entered into force, its council had not been constituted, and announced reactor construction had not begun.
